Summer 2025 – Advocacy Efforts

The following are the approved bills that Kempe supported and worked on. 

 

HB25-1188 Mandatory Reporter Task Force Recommendations

This House bill reformed child abuse reporting in Colorado; Dr. Kathi Wells and Professor Ida Drury served on the task force, and Professor Drury testified.

HB25-1287 Social Media Tools for Minor Users & Parents

This House bill sought to protect children and youth from online harm including sexual exploitation and trafficking alongside the Protections for Users of Social Media Senate Bill 25-086; Professor Warren Binford collaborated with advocacy groups and testified.

HB25-1204 Colorado Indian Child Welfare Act

This House bill strengthened protections for tribal children and families; Professor Kendall Marlowe collaborated on advocacy with the Southern Ute Indian Tribe and testified.

SB25-197 Tony Grampsas Youth Services Program

This Senate bill on the Tony Grampsas Youth Services Program improved and funded this vital statewide program for vulnerable youth; Professor Michel Holien of Fostering Healthy Futures testified.
